I am not sure that this is well enough fleshed out to be submitted to google for GSOD. Is there another draft of this someplace else?
I have concerns about some of the assumptions (that “most” of our users are coming from pandas).
Re-styling the API documentation to look more like javadocs may or may not be an improvement, I think a majority of the work to achieve that will be in writing a sphinx extension which I think is out of scope for GSoD (which my understanding is more focused on the content of the documentation and less on the code around the generation).
