This was a bug in the creation of the windows installer,

Arrgg. The matplotlib-0.63.1.win32-py2.3.exe file must have gotten
clipped in transfer; it's broken. I just uploaded
matplotlib-0.63.2.win32-py2.3.exe; this *will work*. These bug fix
numbers are ticking like mad.

You can't be serious. Think about it: where else can we talk to the developer of the software, get our questions answered almost instantly, and our requests for features satisfied in a matter of weeks if not days or hours? You have nothing to be sorry about.
