to enable scroll wheel zooming of axes.

Unfortunately, the panning/zooming code is strewn about through the backends and in the toolbar, when it really should be on the axes itself.
#1849 is underway to address that (and will probably become a MEP before a final implementation is made), and I'd say adding scrollwheel zooming to that plan would be the best long term course of action. Not that we couldn't take a transitional step if an obvious one exists...
