Hello,
I think I’m using matplotlib 0.99.0. IndexFormatter in
matplotlib/ticker.py doesn’t appear to subclass Formatter which I think might
be a bug. I did a quick search of the changelog for 0.99.1 and I couldn’t
find any mention of this issue.

This has indeed been fixed.
Some minor changes may not be listed in the changelog.
