make.osx file

Hello,

The make.osx file is now required (or at least recommended) to build matplotlib on MacOS X, but the file is absent from the 0.9.1 RC1 tarfile. Is this an oversight, or is it deliberate?

This is fixed in the release branch and will make it into 0.99.1.
