Japanese Windows win32 API / _winreg / font_manager.py bug workaround

Hi,
here I propose a minimum patch to fontmanager.py from 0.72.1
which I've confirmed to work on Japanese Win2k.

$ diff font_manager.org.py font_manager.py

< if not os.path.dirname(direc):
< direc = os.path.join(directory, direc)
< direc = os.path.abspath(direc).lower()
