Is there a process that someone needs to go through to get a pull request merged into master?
Is there a particular pull request that you think has stalled, or
you just want to know the process in general?

something has been stuck for too long.

Usually, just simply pinging the devs via the comments in your PR is enough to bring our attention back to the PR. The squeaky wheel gets the grease.
